Clayton Gillett, MHA, MBA, Director
Clayton Gillett, OCHIN’s past COO is serving as the Director of
O-HITEC. Gillett holds a Masters of Business Administration and a Masters of Healthcare Administration, both from the University of Washington and a Bachelors Degree in Biology from the University of Utah. Prior to working for OCHIN he was the project director for the implementation of EpicCare at Group Health Cooperative of Puget Sound. After leaving Group Health, he worked as a consultant for a large independent firm providing strategic advice, implementation assistance and general consulting services to integrated delivery systems, MSOs, hospitals and large group practices. Clayton is certified in a number of EHR products and has worked with a variety of other practice management and EMR systems.

Chip Taylor, MD, MPH, Medical Director
Dr. Harry “Chip” Taylor was appointed medical director for
O-HITEC in March. In this capacity he works to implement electronic health records (EHRs) in primary care practices across Oregon and to assist those practices in transformation to meaningful use of their electronic health record. Dr.Taylor has an active inpatient and outpatient clinical practice. He joined the Department of Family Medicine at Oregon Health Sciences University (OHSU) in 2008 as an assistant professor and medical director for the Gabriel Park Teaching Clinic after completing a 22-year career as a clinician leader within Navy Medicine. Dr.Taylor has extensive experience in quality improvement and practice transformation having implemented primary care teams, team-based patient safety training, open access appointing, clinical practice guidelines, telemedicine and EHRs in two regional health systems; first as the evidence-based healthcare coordinator at the headquarters for Navy Medicine, then as medical director for Naval Clinics Command Northeast United States and finally as executive officer, second in command, for the U.S. Naval Hospital in Sigonella Sicily.

Lynne Shoemaker, RHIA, CHP, Compliance Officer
Lynne Shoemaker, RHIA, CHP, CHC is a Registered Health Information Administrator (RHIA), Certified in Healthcare Privacy (CHP), and Certified in Healthcare Compliance (CHC). She has been a Health Information Management professional since 1986. Her experience in the regulatory and accreditation arena began with 10 years in hospital medical record department management. After that experience, Lynne worked as the Compliance Officer at an electronic medical record software company for six years. Lynne also served as the Compliance Officer for a large Medicare Advantage and Medicaid managed care insurance company for five years. Before joining OCHIN in February 2010, Lynne worked as a Senior Security and Regulatory Analyst for a large health-care delivery system, which spanned five states.
Lynne has been elected as the Legal/Legislative Director for the Oregon Health Information Management Association.
